Long-term care insurance has been conducted in Shanghai since January 1st, 2018.
自2018年1月1日起，长期护理保险在上海全市试点。
In 2016, the 13th National Five-year Plan proposed to explore and establish the long-term care insurance system, conduct pilot implementation of the long-term care insurance". Later in June, Ministry of Human Resources and Social Security of the People's Republic of China picked up Shanghai as the first 15 selected cities to carry out the long-term care insurance.
2016年，国家“十三五”规划纲要提出“探索建立长期护理保险制度，开展长期护理保险试点”。同年6月，国家人力资源和社会保障部明确上海作为全国首批开展长期护理保险试点的15个城市之一。
According to the requirements of Ministry of Human Resources and Social Security and regulations from The Protection of Rights and Interests of the Elderly in Shanghai, the municipal government release Shanghai Long-term Care Insurance Pilot Scheme. With the smooth practice since Jan 2017 in Xuhui, Putuo and Jinshan Districts, the Shanghai Long-term Care Insurance Pilot Scheme was revised for the benefits of more citizens in Shanghai. Thus, long-term care insurance has been conducted in Shanghai since January 1st, 2018.
根据人社部的要求，结合《上海市老年人权益保障条例》的有关规定，上海市政府发布了《上海市长期护理保险试点办法》。2017年1月起，在徐汇、普陀、金山三个区先行试点。试点工作推进较为顺利，总体情况符合预期。在总结先行试点经验的基础上，为将改革成果更多、更公平地惠及全市人民，修订了《上海市长期护理保险试点办法》，于2018年1月1日起，在全市开展长期护理保险试点工作。
The revised version states clearly that personnel aged 60 and insured with staff or residential medical insurance could voluntarily apply for unified needs assessment for elderly care. Those who are acknowledged as the disabled will be served by specific care service organizations, including home care, nursing care and hospitalization. The related cost of service would be settled according to the regulations.
修订后的《上海市长期护理保险试点办法》明确，年满60周岁的职工医保或居民医保参保人员，可自愿申请老年照护统一需求评估，经评估后，评估等级为二至六级的失能老人，由定点护理服务机构为其提供相应的护理服务，包括社区居家照护、养老机构照护和住院医疗护理，并按规定结算护理费用。
