National Nuclear Regulator (NNR)

In the course of my professional career I have been able to acquire the skills and experience necessary for interacting at executive level in parliament, government and business, nationally and internationally. I have also gained understanding of and experience in policy-making, implementation and legislative processes as well as interaction with different stakeholders from labour unions to non-governmental organisations which have developed my advocacy and enhanced my diplomatic skills.

Recently I joined the National Nuclear Regulator to lead the Compliance Assurance and Enforcement division. Previously, I was instrumental in the delivery of key policies, legislation and regulations in the nuclear energy sector such as the Radioactive Waste Management Policy and Strategy as well as processing the National Radioactive Waste Disposal Institute Act for approval by Parliament.  I have led the negotiation of bilateral cooperation agreements in the peaceful uses of nuclear energy and participated in the Joint Coordinating Committees established for implementation of such agreements with countries such as Argentina, France, Canada, USA, South Korea and Japan. I was responsible for ensuring fulfilment of South Africa’s international obligations such as payment of fees due to intergovernmental organizations, submission of national reports required in terms of nuclear safety conventions and active participation in technical and diplomatic engagements at the International Atomic Energy Agency, as well as other intergovernmental forums such as the OECD’s Nuclear Energy Agency and the Nuclear Security Summit, as invited.

Executive level operational experience has been gained in the current and previous positions held at the Department of Energy where, as the responsible manager, I prepared and motivated budget proposals and also participated in the strategic planning and risk management processes order to ensure overall programme planning, implementation, monitoring and reporting. Currently I lead of about a division of about 30 persons, out of which 4 reported directly to me. The average qualification within the division is a 4 year degree, mostly scientists.

In addition, I have gained corporate governance experience as a director on the Board of the National Nuclear Regulator from 2008 to 2012, where I chaired the Technical Committee, and as a member of the Advisory Board of the South African Environmental Observation Network from 2008 to 2012.
