In 1979 Mr. Zbigniew Kubacki completed university education at the Warsaw School of Economics.
In 1984-85 he finished post-graduate management studies at the a/m University.
He actively participated in various specialized courses and professional programs, devoted to the problems of energy and international economic relations, organized by the International Atomic Energy Agency (IAEA), Nuclear Energy Agency (OECD) the World Trade Organization (WTO), German Institute of World Economy (IPO), as well as by the Loyola University.
In 1980 – 1986 he worked at the Ministry of Foreign Trade.
In 1987-1991 he served as a Economic Attaché of the Polish Embassy in Athens, Greece and between 1995-2001 he worked as the Head of the Economic and Commercial Division of the Polish Consulate in Chicago (USA), where he was responsible for the development of Polish economic relations with the Mid-West of the US.
In January 2002 he was promoted to the position of the Director of the Department of International Cooperation at the Ministry of Economy.
In 2005-2011 he served as Minister Counselor/Head of the Economic and Commercial Section of the Embassy of the Republic of Poland in Washington, supervising inter alia US – Polish cooperation in energy sector. He organized several Energy Round- Tables between Polish and US energy companies and research institutions.
In July 2011 he was promoted to the position of the Director of the Nuclear Energy Department at the Ministry of Economy. His main responsibility is the development of Polish Nuclear Power Program.
In September 2012 he was appointed the Board of Governors of the International Atomic Energy Agency.
He is an author of several articles and publications on nuclear energy and international economic cooperation.
