Dear Offshore Colleague,
How much do you know about the energy reform after the massive overhaul of Mexican energy sector in 2013-2014? In our previous Offshore Mexico Market Prospect Survey, facing to the industrial players in the country, around 20% respondents mentioned: “I am not so familiar with the new regime yet.”
Overall, the energy reform was defined from the upstream sector regulation, exploration and production contracts, midstream and downstream regulation. To help the audience with the most comprehensive Mexican energy regime, we have invited the Ministry of Energy (SENER), the upstream regulator CNH, and now we are going to bring you the regulator CRE for transportation, storage, distribution, compression, liquefaction, decompression, regasification, marketing, and sale of crude oil, oil products, and natural gas.

Mr. García Alcocer is an economist who´s expertise spans across a wide range of areas within the Mexican energy industry, including economic and technical regulation, public policy design and business evaluation and development.
In his current responsibility, he is in charge of the energy logistics regulation, as well as the electricity market regulation.
In his last position as General Director of Hydrocarbon Exploration and Exploitation of SENER, he drafted the Energy Reform for the hydrocarbon sector (both constitutional and secondary legislation reforms).
Mr. García Alcocer was awarded the National Economy Prize by the National Bank of Mexico and also the Research Prize by ITAM.
