David is a commercial lawyer based in our Dubai and London offices.  He has specialised in the rail sector for the last 15 years and has experience of developing rail infrastructure, rolling stock procurement, infrastructure and rolling stock operation and rail regulation.  He has worked on projects throughout the Middle East, Europe, Africa and Asia. Project highlights include: advising a contractor on the Doha metro, undertaking a review of the transport sector in Oman, advising on the regulatory and operational arrangements relating to the London-Channel Tunnel high speed line, the project financing of the Ismit Bay Bridge, Turkey and advising on the development of two ports and 670km of Trans-Guinean railway. He also in-depth knowledge of the rail industry from a policy perspective, having undertaken a secondment to the Strategic Rail Authority, London.
