一月底，银保监会法规部下发了《关于加强地方资产管理公司监督管理有关工作的通知（征求意见稿）》，对地方AMC的经营范围、内控机制、监管原则和支持政策进行了进一步明确。对比于之前的政策，此次征求意见稿在以下几个方面实现了突破，表达了业务上放开手脚、经营中加强监管的政策倾向：
At the end of January, the regulatory department of China banking and insurance regulatory commission issued a notice (draft for solicitation of opinions) on strengthening the supervision and management of local AMC, which further clarified the business scope, internal control mechanism, regulatory principles and supporting policies of local AMC. Compared with previous policies, this draft has achieved breakthroughs in the following aspects, expressing the policy tendency of strengthening supervision in operation:

截至到目前，有53家地方AMC先后获准成立。此次征求意见稿对监管职责进行了明确，在内部控制、风险管理、资本管理、信息披露等方面提出了全面的、指导性的要求。
Up to now, 53 local AMCs have been approved to set up. The consultation draft made clear the supervisory responsibilities and put forward comprehensive and guiding requirements in internal control, risk management, capital management, and information disclosure.
当前，持续上升的不良资产规模使地方AMC获得了广阔的市场空间，但地方AMC仍面临着战略定位不明确、组织架构不完善、资产处置能力不足等重重挑战。2019中国特殊资产管理创新国际峰会将于6月4-5日在上海盛大召开。峰会将汇聚三百多位国内外特殊资产行业领军从业者共商发展大计。而地方AMC作为特殊资产行业重要一环，其发展模式，资产处置手段等问题受到多方关注。会议届时将邀请近四十家国内新老地方AMC的决策者到场参与活动，就新的监管趋势下地方AMC的转型发展做深入探讨交流。
At present, the rising non-performing asset scale enables local AMC to obtain a broad market space, but local AMC is still faced with many challenges, such as unclear strategic positioning, imperfect organizational structure and insufficient asset disposal capacity. China special asset management innovation summit 2019 will be held in Shanghai on June 4-5. The summit will bring together more than 300 leading domestic and foreign special asset industry leaders to discuss the development plan. Local AMC, as an important part of the special asset industry, has attracted much attention from its development model and asset disposal methods. At the meeting, nearly 40 local AMC decision makers will be invited to participate in the summit to discuss the local AMC's transformation and development under the new regulatory trend. |
