Bryan Payne is a career civil servant. He joined the Department for Business in March 2015 as Deputy Director for Business of Energy and the Environment. Prior to this he held the position of Head of the New and Existing Nuclear Generation Unit in the Department of Energy and Climate Change. He previously served as Deputy Principal Private Secretary to Secretaries of State for Energy and Climate Change and for Business, Innovation and Skills respectively and has extensive experience in renewables and nuclear policy as well as energy market resilience. In 2005, he gained an MBA from Cass Business School in London
