Mexico's National Hydrocarbons Commission (CNH) resolves to initiate a procedure to revise the current regulation on hydrocarbons reserves quantification aimed at improving the reserves review process, which will have an impact in all the E&E Contracts currently in place and those that will be awarded shortly in L04, Round Two, etc.

In the other days, CNH published the bid guidelines for First Pemex Farm-Out (Trion Project) and Round Two. How will the guidelines & regulations affect Mexico’s offshore E&P sector? Gaspar Franco Hernández Commissioner National Hydrocarbons Commission (CNH) of Mexico

For 14 years, he participated in PEMEX E&P and later he joined the CNH in the following positions: ♦  Deputy General Director of Opinion for Production Projects from May 2010 to Sept. 2010 ♦  General Director of Hydrocarbons from Oct. 2010 to May 2012. ♦  General Director of Production from Jun. 2012 to Dec.2014. ♦  General Director of Extraction Opinions from Jan. to Oct. 2015. ♦  Head of the Unit for Technical Management of Assignments and Contracts from Nov. 2015 to May 2016. ♦  Commissioner of the CNH starting on May 16th, 2016. Since August 2011, Mr. Franco is an Academic at UNAM in the Faculty of Engineering. He is also a member in the Mexican Association of Petroleum Engineers from the College of Petroleum Engineers of Mexico and as advisor at the Former Student Society from the Faculty of Engineering.
